HMIS (Homeless Statistics)

Background

In 2001, Congress directed the U.S. Department of Housing and Urban Development (HUD) to ensure the collection of more reliable data regarding the use of homeless programs.  HUD has since directed the programs it funds to develop a local Homeless Management Information System (HMIS) to collect and report data on the usage of homeless services and mandated all Continuums of Care applicants to demonstrate progress in implementing HMIS. 

Each Continuum of Care (CoC) applying to continue to receive HUD funding must have a computerized data collection system in place that is able to:

• Assist in developing unduplicated counts of clients served at the local level
• Track services used by homeless persons
• Capture information from multiple agencies
• Track service usage over time
• Provide summary information about service usage and clients

Who Should Participate
All recipients of HUD McKinney Vento Act program funds:

• Emergency Solutions Grant (ESG)
• Homelessness Prevention and Rapid Re-Housing Program ( HPRP)
  
• Supportive Housing Program (SHP)
• Shelter Plus Care (S+C)
• Section 8 Moderate Rehab for Single Room Occupancy (SRO)
• Housing Opportunities for Persons With AIDS (HOPWA; grantees that specifically target homelessness are required)

In addition to these HUD-funded programs, HUD is encouraging participation by all other programs within a Continuum of Care that serve homeless persons, especially other federally-funded programs.

San Bernardino County Continuum of Care Homeless Management Information System

San Bernardino County Continuum of Care Homeless Management Information System (SBC CoC HMIS) is a software application designed to record and store client-level information on the characteristics and service needs of homeless persons throughout a CoC jurisdiction. HMIS is typically a web-based software application that homeless assistance providers use to coordinate service provision, manage their operations, and better serve their clients. HMIS knits together homeless assistance providers within a community and creates a more coordinated and effective housing and service delivery system.

By implementing HMIS, SBC CoC will be able to collect accurate, timely and consistent information to make informed policy and program decisions as well as track client outcomes and program effectiveness.
