
Joanne T. Gilbert

Teacher/educator, has served two terms as President of the Rialto Unified School District Board Trustees in eight years of service, and is a twenty-five year resident of the City of Rialto.
Her career as a teacher/educator began in the public schools of Yonkers, New York. She moved to Petersburg, Virginia and taught at Petersburg High School for ten years. In 1983, she relocated to Los Angeles, CA and taught in the Long Beach School District for seven years. She began teaching in Moreno Valley in 1991 and in June 2009 she retired as the Program Facilitator of the California School Aged Family Education (CAL-SAFE) Program for Moreno Valley Unified School District.
She was elected to the Rialto School Board in 2001 and is completing her ninth year.
Mrs. Gilbert earned her B.S. Degree from Hampton University, Virginia, (Human Ecology) and her Master of Education (M.Ed.) from Virginia State University (Child Development). Postgraduate work - Wayne State University, Detroit, MI; California State University, San Bernardino; University of California, Riverside; University of Phoenix and San Diego State University.
Mrs. Gilbert is a member of the San Bernardino Branch, NAACP; past president of the Original Rialto Democratic Club, past Commissioner (Beautification Commission) for the City of Rialto. Member of the Rialto Historical Society and Rialto Black History Committee, Member of East Rialto Kiwanis Club, Toastmasters International, Life Member and past President of the Inland Empire Section, National Council of Negro Women (NCNW).
Joanne is a member and witness role model for the Southern California Witness Project (A Breast Cancer Awareness and Support Organization). She volunteers for the City of Rialto Relay-for-Life for the American Cancer Society. She is a mentor for at-risk middle school girls in the Kucera Middle School and is a volunteer for a Community Program, “Christmas for The Children”. Joanne is a member of the Greeters Ministry at Temple Missionary Baptist Church, San Bernardino.
Mrs. Gilbert was awarded the “2003 Teacher-of-the-Year, March Mountain High School, Moreno Valley Unified School District, State of California Legislature Assembly Resolution for Community Service in 2004, The League of Women Voters of San Bernardino, “2006 Citizens of Achievement Award” and the San Bernardino Black Culture Foundation “Senior Queen 2007”.
Mrs. Gilbert was appointed to the Community Action Partnership Board of Directors in February 2010.
