FAMILY DEVELOPMENT

The goal of Family Development Program (FDP) is to assist in improving the quality of life and standard of living for low-income families and individuals in San Bernardino County. FDP provides an integrated range of services:

Case Management- The Passport program is FDP's case management component designed to alleviate stress and promote life skills to increase the ability of individuals and families to enter into permanent economic independence.

Asset Building- FDP's asset building component encompasses two programs: Individual Development Accounts (IDA) which are matched savings accounts that enable low-income families to save, build assets and enter the financial mainstream; and Volunteer Income Tax Assistance (VITA) to help low to moderate wage earners access tax credits such as Earned Income Tax Credit (EITC) and Child Tax Credit (CTC).

Emergency Assistance - Provided to individuals and families meeting eligibility criteria who are experiencing an unexpected crisis situation. Assistance includes food vouchers, bus passes, shelter assistance, and more.

Rent/Mortgage Assistance- Rental or mortgage assistance for eligible clients facing eviction. Rental assistance towards new move-in cost may also be available.

The Family Development Program of CAPSBC is currently not accepting requests for rental or motel assistance.  Once funding is received and we are able to begin taking requests again, a notice will be posted on CAPSBC's web site.  Please call 2-1-1 for other possible resources.  Thank you for your understanding as we work to serve those in need.

Transitional Housing- The Obershaw House Transitional Housing Project provides temporary affordable housing for families as they make the transition from homelessness to stability. Residents of Obershaw House work with a case manager to set goals and work towards self-sufficiency.

Children's Programs- CAPSBC sponsors various fun activities for low income children, designed to promote social development.
