Background
In 2001, Congress directed the U.S. Department of Housing and Urban Development (HUD) to ensure the collection of more reliable data regarding the use of homeless programs. HUD has since directed the programs it funds to develop a local Homeless Management Information System (HMIS) to collect and report data on the usage of homeless services and mandated all Continuum of Care applicants to demonstrate progress in implementing HMIS. HMIS is a software application system designed to record and store client-level information on the characteristics and service needs of homeless persons. Specifically, HMIS is used to produce unduplicated count of homeless persons, understand patterns of service use, and measure the effectiveness of homeless programs. HUD further encouraged local communities to determine their own best way to implement such a system.
Purpose
In the tradition of the Continuum of Care process, a HMIS Advisory Committee was established:
- To provide guidance in the planning and implementation of a county-wide Homeless Management Information System for the San Bernardino County Continuum of Care;
- To serve as a forum for key stakeholders to be provided information about the implementation of HMIS;
- To participate in developing policies and procedures to ensure data and accountability;
- To assist in resource development.
Responsibilities
The HMIS Advisory Committee will provide advice on key issues that affect the
San Bernardino County Continuum of Care:
- Determining the guiding principles that should underlie the implementation activities of HMIS;
- Selecting the minimal data elements to be collected by all programs participating in the project and intervals for data gathering;
- Defining criteria, standards, and parameters for the release of aggregate data; and ensuring adequate privacy protection provisions in project implementation;
- Determining the voluntary or mandatory participation and/or recommendation to the City/San Bernardino County Continuum of Care and Emergency Services Grant processes of participation requirements.
- Coordinating and gathering of incentives, resources, and leverages available to assist programs with participation;
- Support the participation of lead HMIS in linking with other Continuum of Care databases;
- Determining the long-term policy and procedures for the system.
