Local Assistance Center
closed on Nov. 11 for Veteran’s Day
The San Bernardino County Fire Emergency Local
Assistance Center (FELAC) will be closed on
Tuesday, November 11, in observance of Veteran’s
Day. The Center will resume normal hours of
service at 9 a.m. on Wednesday, November 12.
The FELAC is a one-stop source of services for
victims of the San Bernardino County wildfires.
The center is located San Bernardino
International Airport (formerly Norton Air Force
Base) at 105 N. Leland Norton Way in San
Bernardino. It is open from 9 a.m. to 7 p.m.
Monday through Friday and 9 a.m. to 4 p.m. on
Saturdays. Childcare for children age 3 and up
will be available at the center. The FELAC can
be reached by calling toll-free 1-866-854-3700.
People seeking assistance from FEMA must
register by phone in advance by calling
toll-free 1-800-621-3362.
The FELAC is a cooperative effort between the
County of San Bernardino, the Federal Emergency
Management Agency, the Governor’s Office of
Emergency Services, and all affected cities
within the County of San Bernardino. The City of
San Bernardino is a major participant at the
center with several information and referral

Cedar Glen remains unsafe and
under mandatory evacuation
All other mountain communities, including Cedar
Ridge, now open to residents
Assessment crews from various agencies are
working around the clock to reopen Cedar Glen
and Hook Creek to residents. However, unsafe
conditions exist in the area and it will remain
closed until those hazards to life and health
are mitigated. Nearby Cedar Ridge is open to
residents.
Cedar Glen is the only mountain community that
has not been fully reopened to residents. Fire
was more pervasive in this community than in any
other community in the mountains. Trees continue
to burn there, roads are blocked by debris,
power lines may be down, and natural gas leaks
may exist.
Federal, state, and county agencies and utility
companies are close to resolving Cedar Glen’s
safety issues to make sure the lives of
residents are not in danger, but at this time
the community remains hazardous.
The County of San Bernardino is managing a
phased re-entry effort for other mountain
communities.
The following communities are open to the
public: Big Bear City, Big Bear Lake, Moonridge,
Fawnskin, Woodlands, Seven Oaks, Angeles Oaks,
Forest Falls, Mountain Home Village, and Barton
Flats. The only routes open to these communities
are Highway 38 from the Redlands area and
Highway 18 from Lucerne Valley.
The following communities are open only to
residents, business owners, and workers, who
must show proof of residency or proof that they
have business in the area. They must also
receive and display a re-entry pass issued by
the San Bernardino County Sheriff’s Department
at either the Sheriff’s Office on Highway 173 at
Highway 138 (24 hours), San Bernardino
International Airport (9 a.m. to 7 p.m.) or
Wildwood Park at 40th Street and Waterman Avenue
in San Bernardino (9 a.m. to 7 p.m.): Blue Jay,
Lake Arrowhead, Rimforest, Skyforest, Twin
Peaks, Cedarpines Park, Crest Forest, Crestline,
Lake Gregory, Valley of Enchantment, and
Waterman Canyon.
The following communities are open only to
residents, business owners, and workers, who
must show proof of residency or proof that they
have business in the area. Passes are not
required: Arrowbear, Fredalba, Green Valley
Lake, and Running Springs.
Lake Arrowhead-area residents can only return
via Highway 138 from Silverwood Lake. Running
Springs-area residents can use Highway 38
through Big Bear or Highway 18 from Lucerne
Valley.
Heavy traffic is expected. Residents are urged
not to return in high-profile vehicles.
The public is also advised that electrical
power, natural gas, and safe drinking water is
not available in all areas. Residents are
advised not to use barbecues to generate heat,
and to use battery-operated lanterns. They
should also bring plenty of food and water, and
make sure their vehicles are filled with
gasoline.
The following roads remain closed: Highway 330
at Live Oak, Highway 330 at Highway 30, and
Highway 18 on the Waterman side.
The San Bernardino National Forest Land
remains closed for all recreational use until
further notice.

Cedar Glen remains
unsafe and under mandatory evacuation
All other mountain communities, including Cedar
Ridge, now open to residents
Assessment crews from various agencies are

Wednesday and perhaps into Thursday. Nearby
Cedar Ridge is open to residents.
Cedar Glen is the only mountain community that

EVACUATION RE-ENTRY PHASE I
Summit Valley, Lake Silverwood, Cleghorn Canyon,
Waterman Canyon, Angeles Oaks, Barton Flats, and
Seven Oaks up to Onyx Peak were opened to
residents only on Saturday, November 1 at 2 p.m.
with proof of residence. This includes, but is
not limited to, Driver’s license and/or utility
bills. Waterman Canyon residents need to
pick up a Resident Pass from the San Bernardino
County Sheriff’s Department at Wildwood Park
located at 40th and Waterman in San Bernardino.
Residents returning to their homes should be
prepared to have no utilities or sanitation
available. It is recommended that all residents
take flashlights, portable radios, batteries,
and drinking water with them to their houses. No
open flame sources for light or heat should be
used due to the inherent fire danger associated
with these items. Charcoal barbeques are not to
be used as a heat source due to the lethal
amounts of carbon monoxide that can build up
inside a home. Each resident needs to be
prepared for winter driving conditions, so have
snow chains, blankets, and water inside each
vehicle.
When returning to your home, check all utilities
for leaks and report them to your utility
company (Southern California Edison -
1-800-655-4555, The Gas Co. - 1-800-427-2200).
Food in your refrigerator and freezer needs to
be properly disposed of. Guidelines from the
County of San Bernardino state to carefully
place all food in heavy trash bags and to wear
proper protective equipment, such as disposable
gloves, when handling the food. When cleaning
your refrigerator and freezer use a bleach
solution of 2 capfuls of bleach per gallon of
water. Do not mix in any other chemicals or
cleaners into the solution. Further guidelines

EVACUATION RE-ENTRY PHASE II
The mandatory evacuations for the Big Bear City,
Big Bear Lake, Fawnskin, Moonridge, Sugar Loaf,
and Woodlands were reduced to voluntary
evacuation on Sunday, November 2, 2003 at 8 a.m.
Only residents of these communities are being
allowed into these areas. Access to these
communities will be allowed on State Highway 18
through Lucerne Valley or State Highway 38 from
Redlands. No travel on State Highway 18 west of
the dam will be allowed. No residential passes
are necessary for these communities.
Currently, utilities and sanitation services are
working in these areas. However, it is
recommended that all residents take flashlights,
portable radios, batteries, and drinking water
with them to their houses. No open flame sources
for light or heat should be used due to the
inherent fire danger associated with these
items.
EVACUATION RE-ENTRY PHASE III
The mandatory evacuations for Valley of
Enchantment, Cedar Pines Park, and the Crest
Forest area that is west of State Highway 138,
west of Old Mill Road, and the western portion
of Lake Drive that is south of Knapps cut-off
was reduced to a voluntary evacuation on Sunday,
November 2, 2003 at 9 a.m. Access is for
residents only. Residents must have a pass
issued to them from the San Bernardino County
Sheriff’s Department to enter these communities.
Proof of residence, such as a Driver’s
license and/or utility bill, will be required to
receive a resident-only pass. These passes can
be obtained at:

Due to the
possibility of heavy traffic congestion, fire
officials are advising the public not to bring
trailers, motor homes, and other high profile
vehicles into these areas. Access to these
communities will be allowed on State Highway 138
from Interstate 15 or State Highway 173 near
Silverwood Lake. No access will be allowed on
State Highway 18 through San Bernardino or
through the Big Bear area.
Chairman of the Board of Supervisors of San
Bernardino County, Dennis Hansberger, has issued
Fire Emergency Regulation Number 3 which states
that persons who enter any area that they are
not issued a pass for can be cited, arrested,
fined and/or sentenced to a jail term. This also
applies to the transfer of a pass to a
non-resident as well as counterfeit passes.
Residents returning to their homes should be
prepared to have no utilities or sanitation
available. It is recommended that all residents
take flashlights, portable radios, batteries,
and drinking water with them to their houses. Do
not use candles or other sources of open flame
for light or heat due to the inherent fire
danger associated with these items. Charcoal
barbeques are not to be used as a heat source
due to the lethal amounts of carbon monoxide
that can build up inside a home.
State Highway 18 and State Highway 138 have
experienced damage from the fire and crews are
working to provide safe access. Remember when
returning to your communities to drive at safe
speeds as firefighters and utility crews are
still working in the area. Road crews are also
in the area repairing highways and county roads.
EVACUATION RE-ENTRY PHASE IV
The mandatory evacuations for Lake Gregory and
the portion of Crestline west of State Highway
189 at North Road and extending along State
Highway 189 to State Highway 18 at Lake Gregory
Drive, will be reduced to a voluntary evacuation
on Sunday, November 2, 2003 at 12 p.m. Access is
for residents only. Residents must have a
pass issued to them from the San Bernardino
County Sheriff’s Department to enter these
communities.
Access to these communities will be allowed on
State Highway 138 from Interstate 15 or State
Highway 173 near Silverwood Lake. State Highway
173 remains closed to the Lake Arrowhead
communities as those communities are still under
mandatory evacuation. No access will be
allowed on State Highway 18 through San
Bernardino or through the Big Bear area.
There will be no fuel station services available
in these areas. Residents need to ensure that
their vehicles are full with fuel before
returning home, especially as winter conditions
are expected in the mountain communities.
Grocery services will be unavailable or
extremely limited, so residents will need to
provide their own food when returning to the
mountains. Residents returning to their homes
should be prepared to have no utilities. As
power is restored to the substations, residents
can expect to have intermittent power.
Currently, sanitation services are working, but
could go down as work is conducted on utilities.
It is recommended that all residents take
flashlights, portable radios, batteries, food
storage containers, and drinking water with them
to their houses.

Old Fire Incident -
Tuesday, Nov 4, 10 a.m.
Current Acreage: 91, 281 acres Small flare-ups
and smoldering material has been observed within
the perimeter of the fire. Fire crews are
continuing with mop up operations and the
rehabilitation of dozer lines. Release of fire
crews continues. California Team 5 will take
over the management of the fire on Thursday,
Nov. 6 All other incident management teams
associated with the Old Fire will be released.
Containment: 93% - Estimated date of containment
Nov. 8.

Structure loss: 993 residences destroyed, 35
damaged and 10 commercial properties destroyed.
Fatalities to date: Six.

offering a reward of $110,000 for information
leading to the arrest and conviction of the

The American Red
Cross has deployed Emergency Response Vehicles (ERV)
into areas where residents are returning to
their homes. The ERV’s provide meals, Family
Services and Disaster Mental Health.
The shelters at
Apple Valley High School, Hesperia High School,
Victor Valley High School and Victor Valley
College were closed yesterday at 1600. Evacuees
from these centers were transferred to the Damus
Building at the National Orange Show in San
Bernardino.
Evacuees are also being
accepted at Hesperia Lakes and Mojave Narrows
Regional Park, however these are not American
Red Cross Shelter sites).

Safety
Release
As
residents return back to their mountain
community homes, there are several
hazards that residents need to be aware
of such as:
·
Winter
driving conditions now exist in the
mountains. Be prepared for icy roads
and snow conditions. Carry chains,
water, and blankets inside your
vehicle. Also keep the gas tank of your
vehicle as full as possible at all
times.
·
Rock
slides, mudslides, and flooding are
likely when winter weather arrives. Be
prepared with extra food, water,
flashlights, radios, and batteries in
case you are trapped by the weather at
your house.
·
Debris
and trees in the roadways. Debris will
continue to be a problem throughout the
wintertime as branches holding the
weight of snow can break and block
roadways.
·
Trees
that are burned through partially at the
base, top, or branches can fall at
anytime. Firefighters and tree fallers
are working to drop as many trees as
they can, but 100% removal may not be
possible.
·
As
snow falls, be aware of overhead debris,
such as tree limbs, or trees that may
fall due to the weight of the snow.
There will be power
outages in the mountain communities due
to several power poles, power lines, and
transmission stations that were burned
in the fire. If you do see downed power
lines, please call Southern California
Edison at 1-800-611-1911. For other
Edison related issues call Edison at
1-800-655-4555. It is highly
recommended that all residents with
generators
do not
connect them to residential electrical
services as this may cause serious
injury to residents and/or utility
workers.
When
returning home, do not use candles or

The mandatory evacuations for Twin Peaks, Blue
Jay, Rimforest, Skyforest, and Lake Arrowhead
west of Hook Creek road will be reduced to a
voluntary evacuation on Monday, November 03,
2003, at 2:30 p.m. This includes all the
residents that live south of Hook Creek Road off
Cumberland Drive in the Cedar Ridge area.
Access is for residents only.
Residents for
these communities must have a pass issued to
them from either the San Bernardino County
Sheriff’s Department or California Highway
Patrol to enter these communities.

at State Highway 18 at the Big Bear dam.
Residents can only access these areas by State
Highway 38 through Big Bear or State Highway 18
through the Lucerne Valley.
State Highway
330 remains closed.

in these areas. Residents need to ensure that
their vehicles are full with fuel before

prepared to have no utilities. As power is
restored to the substations, residents can
expect to have intermittent power. Southern
California Edison (SCE) recommends to residents
not to power up generators at this time. It
presents a safety hazard to the resident as well
as to the utility workers. If you have any
questions, contact SCE at 1-800-655-4555.
Currently, sanitation services are working, but
could go down as work is conducted on
utilities. It is recommended that all residents
take flashlights, portable radios, batteries,
food storage containers, and drinking water with
them to their houses. Do not use candles or
other sources of open flame for light or heat
due to the inherent fire danger associated with
these items. Charcoal barbeques are not to be
used as a heat source due to the lethal amounts
of carbon monoxide that can build up inside a
home. Each resident needs to be prepared for
winter driving conditions, so have snow chains,
blankets, and water inside each vehicle.
Chairman of the Board of Supervisors of San
Bernardino County, Dennis Hansberger, has issued
Fire Emergency Regulation Number 3 which states
that persons who enter any area that they are
not issued a pass for can be cited, arrested,
fined and/or sentenced to a jail term. This
also applies to the transfer of a pass to a
non-resident as well as counterfeit passes.
When returning to your home, check all
utilities for leaks and report them to your
utility company. For information regarding the

The mountain communities are still experiencing
some mild fire activity. Weather forecasts have
changed and there are no expected Santa Ana wind
conditions for next week.
The San
Bernardino National Forest Land remains closed
for all recreational use until further notice.
For those communities still under mandatory
evacuation there are a number of unsafe
conditions that are being addressed. This
includes downed power lines, unsafe roads due to
debris and guardrails that are out. Utility
companies, Cal Trans, County Roads, and other
agencies are working to ensure that these areas
are free of any life safety issues. State
Highway 18 and State Highway 138 have
experienced damage from the fire and crews are
working to provide safe access. Remember when
returning to your communities to drive at safe
speeds as firefighters and utility crews are
still working in the area. Road crews are also
in the area repairing highways and county roads.

was a reburn of a structure on Sterling
in San Bernardino and a new structure
fire in the Lake Arrowhead area.
Containment: 83% - Estimated date of
containment is Nov. 8.
Structure Loss: 976 residences
destroyed, 35 damaged and 10 commercial
properties destroyed.
Fatalities to Date: 4 civilians.

Threatened: 50,000 homes, 80,000
outbuildings, 2,000 businesses in the
Lake Arrowhead and Running Springs area.

CHANGE IN EVACUATION STATUS
Big Bear City,
Big Bear Lake, Moonridge, Fawnskin,
Woodlands, Seven Oaks, Angeles Oaks,
Forest Falls, and Barton Flats are now
open to the public, as the voluntary
evacuation of these areas has been
lifted. Access to these areas is from
State Highway 38 or State Highway 18
from Lucerne Valley.

Los Angeles - Crews with Southern
California Gas Company (the Gas Company)
are working closely with fire and police
authorities in the areas affected by the
fires in the Southland to turn off
natural gas service as necessary and to
restore service as soon as it is safe to
do so.
Gas service has has to be shut off to at
least 613 customers directly affected by
the wildfires in the City of San
Bernardino. Another 277 customers have
been shut off in the greater Lake
Arrowhead communities.
Qualifying residential customers are
encouraged to contact the Gas Company
toll-free at (800) 427-2200.
If the natural gas has been shut off,
customers should call (800) 427-2200 for
service and should not try to turn the
gas back on themselves. |
